The Implementation of Rehabilitation Counselor Certification and Tasks for Development of Code of Professional Ethics

Abstract
This study are aimed to review the implementation of rehabilitation counselor certification submitted by the amendment of Welfare of the Disabled Persons Act, and to suggest a guideline of developing a code of professional ethics for rehabilitation counselors based on a new CRCC code of professional ethics, and finally to propose future tasks required to KSVR and KSVRC. The amendment of Welfare of the Disabled Persons Act includes a part of rehabilitation counselor credential required for the national certification and an establishment of KAVRC for effective implementation of rehabilitation counselor education, training and advocacy. However, along with the enforcement of the amendment of Welfare of the Disabled Persons Act, many tasks are assumed to be resolved, including classification of professional qualifications, allowance of credit hours, domains of continuing education, certification renewals, etc. Practical strategies, such as rationale of rehabilitation counselor naming, effective division of works between KSVR and KAVRC, effective running of educational curriculum(syllabus), development of effective workshop programs, diversification of rehabilitation work roles, etc., are proposed for future tasks. This study also introduced a procedure and major content of a new CRCC code of ethics in ways to develop a Korean version of a code of professional ethics for rehabilitation counselors in the future.
